Is there any recourse for a person who lost their title to their car.............?

wants to register their car in NJ, but the previous state they lived in has no record of them in their system?

Go to the tag agency and get paperwork for a lost title. It'll take a few weeks, but you can file for one, and the records/historian people in the previous state can find it.

Apply for lost title in NJ. However if the car was previously stolen or had a lein on it you will find out.
