It would be up to you to decide what program you are the best with. Just like any tool, a user has to become adept with the action provided by the tool. So it would be near impossible to recommend a software that you would/could automatically consider 'the easiest' muchless the best.Especially considering the sheer magnitude of image editing software out there. I would suspect that it cost would be a factor, as usually the most expensive programs have more bells an whistles, but doesn't imply ease of use and the old stand by cheapo programs work well, per se, depending on what level a user you are and what you demand from the program. Adobe Photoshop CS3 - great interface and easy to begin with. Also, there's tons of tutorials and help files on the Internet to get you started. However, due to its amount of functions, you may find it hard to use later on.

Another great and easy photo editing software is Ulead Photoimpact - its interface is better than that of Adobe Photoshop, but it lacks some functions used on Photoshop CS3

I use Paint Shop Pro XI to edit and create graphics and pictures and Animation Shop 3 to make them animated.

best...easiest...your words are so subjective.

1. adobe photoshop is by far the most comprehensive....but also a bit pricey.

2. GIMP is a great opensource alternative to photoshop

3. paint is pretty good....but it lacks a lot of the versatility of the first two.
