sounds normal to me! cats usually love watching everything that goes on outside. who knows what they are thinking. lol.. am thinking your cat may take after his father, cuz Norwegians are usually HUGE! but he also could be a throwback to an earlier generation too. could have been the runt of the litter too.
Am not sure if you were saying that your cat likes to be outside on the balcony watching everything, or if he is inside watching out across the balcony. But if he does go out onto the balcony, please watch him, cuz you may not think he would jump, but cats can and do jump off balconies. Depending on how high up your apt is, it could be dangerous for him. I have a cat that leaped off our second floor balcony and was fine. Except that he immediately wanted back up. lol.. If your cat is out on the balcony for a good long while, you might want to enclose the sides with chicken wire or something so he can't squeeze thru, and even across the top so he can't get off the balcony at all. When you want to go out there you could just roll the chicken wire back first. :)

He is rather small for a Norwegian forest cat. Is he skinny or just small? The vet should tell you.
As for the balcony, sure they love to watch outside and he would like to go out , but don't let him go out, it is too dangerous. He enjoys watching as well.

That's small for a Norwegian, and for a regular cat too. But if he's not underweight (ribs stick out, shoulder blades are too sharp, backbone vertebrae are like rosary beads) then it's 'normal' for him I'd guess.
Be aware that cats on balconies often think the ground is closer than it is and try to jump off. Supervise his time outside just so he won't get hurt trying to jump to the ground.

Animals are, in many ways, just like us humans. Depending on the bone structure, 7.5 pounds may be perfectly normal for your cat. If you feel he is under weight, check with your vet for dietary recommendations.
Many indoor pets enjoy watching the happenings outside and most cats enjoy basking in the sunlight. This is quite normal. Most are perfectly happy doing this. If they wish to go out, most cats will go to the door and try to get your attention to let them out.
If you do let your pet out for a bit, make sure he is up to date on his vaccinations and that he has tags to identify him, in the event he gets away from you. You might also consider leash training him, so you can enjoy some time outside, together, without the worry of him getting lost.

Cats are nosey in general .the like to watch the world pass by.Its not a good idea to have them outside though cause there are lots of predators. But yes staring out the window is normal .My kitties do it all the time .as far as the weight goes sounds normal to . :)

weight is normal. the worlds smallest cat can fit comfortably in a regular drinking glass, and it's full grown. and as for watching outside, he's just watching watever goes by. you can try letting him outside if your comfortable with him being out there, if not, he's just watching the birds, bugs, ppl, cars, and other animals. it's his version of the tv. mine does this all the time.

cats love to watch outside, but please don't allow your cat to go outside. cats are MUCH safer, happier and healthier if they are indoor cats.
