Never..
the waste of time is putting up with those that don't have any manners! or, care to learn or develop some. Etiquette is never out of style , neither is manners.

One might counter that comment with, "Bad manners are a waste of time." Some might even add, "...and shows lack of intelligence and common sense."
The previous posters touched on some very good, basic points. Have you ever dined with somebody who did not seem to know basic table manners? He didn't seem to know what the utensils were for, the basic difference between finger foods and non-finger foods, that one was to close his mouth to chew and to not talk with food in one's mouth? Then, when done inhaling his food, lets out a loud belch at the table? Yes, that is a waste of time. MY TIME for having to witness the barbaricness. Then, I'm repulsed to the point that I can't even eat, so have to have my food boxed to hopefully eat later when I'm feeling better.
My table manners are very basic, to the point that they would not measure to a formal dinner at, say, the governor's mansion. However, I know what finger food is and isn't. I know how to use utensils and what the different ones are for (in addtion to the bread plate, the different glasses, etc.)
I'm not Miss Manners. However, I do feel as though I have basic courtesy and respect of others. I may speak out of turn in times, or display some poor table manners, but overall, I figure that if it's offensive to me, it might be offensive to others so I don't do it outside of the privacy of my own home.

Good manners is a privilege we humans receive from intelligent polite fellow humans. It is our responsibility to have as much good manners as possible to at all time. It is never a waste of time to be polite. You'll be surprised at how much time this ends of saving.

I disagree. Bad manners cause a waste of time. Suppose sb is rude. They may cause quarrels, disarrays, tensions. And people who spend their time to talk to them or argue with them waste their time as if the person who is rude didn't do antything bad all the others would live in peace and quiet and continue their jobs, tasks, entertainment... as usual

good manners are not a waste of time, how many times has someone bumped into you in a crowd and said nothing, you feel annoyed at best, but as soon as they apologize you're OK with it, manners is putting other peoples feelings first, they state," i am aware of your feelings and mean no disrespect"

If you wanted people to do your homework for you, you could have at least taken the time to rephrase the essay/debate prompt.
