Don't 'pat', try a different touch approach.

Lots of cats like the underside of their chins scritched. And the tops of their heads between the ears scritched with the fingertips.

If that works out ok, then try sliding fingers along the side of her face from whiskers to cheek and taking your hand back. THis is an action they do to scent mark things, you're just doing a move that feels natural to her.

An awful lot of cats get protective of their feet, tail and bellies because touching there will make them feel they're being attacked.

Some cats have very sensitive backs and can't be stroked (their fur will ripple, it makes them uncomfortable and sometimes in extreme cases can be very painful).

If the tail is lashing, don't touch the cat, just talk to her.

Some cats are just not the lovey dovey type. My Dixie would sit beside me when she wanted to cuddle but if I ever picked her up she would scratch and bite. Cats are independent critters and you have to respect their wishes in order to get along with them. The very best way to get your kitty to come around is to just ignore her. Do stuff like tie your shoes or rummage around in box to catch her attention. When she does come around, pet her until she walks away then let her go. You'll soon find out her limits. It's very hard-I wanted to love and cuddle my girl all the time but believe me, you can't dictate a cat's personality. I miss my girl so much and would give anything if she was around to snub me some more.

She sounds very insecure. Was she a rescue cat and had a bad start in life. I have one like this and the secret is when you are about to put her food down for her and she is hovering around you then slowly get down to her level talking softly to her and tickle her chin or behind her ears. Cats love this even the feisty ones. Also does she like the food you give her? Maybe she is trying to let you know something is not to her liking. Give her lots of fresh water and a little place of her own she can hide in to make her feel more confident in her surroundings. No loud noises from TV or Stereos etc., or shouting. Cats absolutely love a quiet life. Have patience and presuming she is well and has seen a vet to check her she will come around in her own time. Mine is still a loner but will have a cuddle (when SHE likes it) they are very independent creatures ha!!! good luck anyway

Be patient. Some kitties are shy and skittish by nature, and you will have to earn her trust. Try to let her come to you. Use some interative toys, like the fishing pole kind (that dangles feathers and things from strings). Or just strings! Also try some cat treats, reward her when she behaves nicely. Cats can become easily overstimulated, so just leave her alone if she starts to bite.

does she roll over on her back and bit and scratch? does she break skin when she bites? if she rolls on her back but doesn't break skin when she bites, then she's just playing with you. some owners play with their kittens like this before they sell them, so this is how they play.
if she is definitely trying to get you to back off then just let her come to you. give her a treat every now and again. talk to her (or pretend to when your talking to someone on the phone, cats like this) and basically wait on her. if she's the type to enjoy being petted, which eventually she probably will be, then she will come.

just be patient and give her/him time. Maybe go buy some treats and a couple toys you could play with to get the cat interested in you.

Slowly get her used to you, and offer her treats or rewards if she lets you pat her without hurting you. Start slowly and gently at first, so that she is aware that you won't hurt her.
