this is an expression and can't be translated literally.
but if you wanted to do so, literally, it translates to: it has never hurt anybody to have some sabre-rattling.
it means something like "it can be quite useful to shake one's fist to someone" i.e. "do as though you were menacing someone doesn't hurt this someone"

Edit: That's exactly what this means, and it's exactly how we say it in English. See the links I added. For the doubting Germans, the most common formula is "a little (blank) never hurt [anyone]" "Anyone" is optional. Search google for "never hurt" and "little" if you don't believe me. You will get more than 1 million hits. It's a very common expression. Both "never hurt"/"noch nie geschadet" and "saber rattling"/"Saebel-Rasseln" happen to be idioms that translate almost literally between the two languages.
And let me add that just because you're a native German speaker doesn't mean you know how to properly translate German to English.

But I don't know what (where?) Saebel-Rasseln is! I suspect it's a place but that the word is used to refer to a product (beer maybe) from that place.
Edit: OK maybe it's a little sword-fighting never hurt anyone.
