Yes, but not efficiently.
Household lightbulbs don't give off the proper infrared and ultraviolet spectrum to facilitate photosynthesis; it'll happen... but will be terribly inefficient and your plant will probably die.

yup. i did it last year on aquatic plant called elodea. but the rate of the photosynthesis will be depend on the color of the light because each color light has different intensity. for example, the blue light bulb gives higher rate followed by red, yellow and last green.

Yes. I grow my seedlings under a florescent light. I don't think just a plain light is enough spectrum for a plant to bloom and make seeds.

YES IT CAN. DEPENDS ON THE LIGHT'S POWER (HOW MUCH LIGHT IT PROVIDES) AND ON THE PLANT (SOME NEED A LOT OF LIGHT, SOME USE VERY LITTLE LIGHT).
