no, as there are no "lower abdominal" muscles. muscles either contract as a whole or they do not contract at all. it's physiologically impossible to target part of a muscle.

Yes. They work. But, not on the stomach. No exercise will work the stomach. It will work itself in digestion. The motion of the intestines is called peristalsis, you might know was Paris Hilton's old boyfriend.
Another one for the lower abs is the leg raise, keeping your legs straight and bringing the toes to eye level. That will tweak your abs.
