Have not lived with this person for over a year.
Have been tested negative 3 times over 3 year span.
Am I considered a carrier even if not explicitly infected?

You cannot become infected with hepatitis C by living with someone. It is rarely passed through sex. It is only transmitted by blood to blood contact, so if blood was exchanged during sex, then transmission is a risk.
More commonly hep c is transmitted by other means, such as blood transfusions, IV drug use, shared straws when snorting drugs, sharing razors with an infected person, etc.
So to answer your question, yes, you can donate blood as long as you have not tested positive for the HCV antibodies. Best wishes.
