What could cause this? It can be painful at times, including right now at 1 a.m. keeping me from sleeping. Oh yeah, it is most noticeable when I am lying down. Please don't answer if you are not a licensed physician.

It sounds like a nerve problem or restless legs syndrome.
I don't know how many answers you're going to get from licensed physicians though. If you really want their opinion call your provider tomorrow.

This could also be from your back. Have you had any back problems lately, sometimes the disc will bulge or slip and it shows with pains and burning in your feet.

You put the question on here for anyone to answer, if you don't want answers, you shouldn't post.

YOU SHOULD HAVE YOUR (OR A DOCTOR) CHECK AND SEE IF YOU MAY BE A DIABETIC. MANY TIMES THIS IS ONE OF THE MAIN SYMPTOMS.
DEFINATELY HAVE A DIABETIC TEST DONE (AND NOT THE SIMPLE ONE WHERE THEY JUST STICK YOUR FINGER!) HAVE THE ONE DONE TO WHERE YOU HAVE TO FAST BEFORE GOING IN AND THEY DRAW BLOOD.
THIS ONE IS MUCH MORE ACCURATE.
