Weight. Four ounces of beef is one quarter of a pound (16 ounces to the pound).
Volume depends on the texture of the meat. 4 oz. is somewheres between 1/3 to 1/2 cup before anything is added.

Water weighs about a pound a pint.

Ce, I dont know why you measure.....just guess. Weight by volume I would say it is so close that you would be wasting your time trying to pack meat into a cup. Just get close. If you bought 2lbs of meat and you need to portion it out, then just divide it. 2lbs would be 8 four ounce servings.
