Check out http://smogtips.com Proper maintenance is the best medicine. Spark plugs, rotor and cap are parts of a proper tune up. Oil changes each 3000 miles as well work wonders. Plug wires every five years are good advice. I put anti sludge stuff in my oil once a year too.

I assume that there is no friend or relative that will do some simple tests for you like checking the timing and air fuel mixture of your carburetor and idle speed or the pcv and air filter. If this is true then there isn't any sure fire way to pass these tests that are cheap.
The only thing I can think of that's cheap and has worked for me is just take out the air cleaner. Doing that insures the maximum amount of air flow through the engine and there are some assumptions in that as well like you don't have leaking seals or something that is causing your engine compartment to be rich in pollutants.

It used to be, in every town, one inspection station that, if you paid double, they would just hand you the inspection sticker, but now its all computerized etc I don't think they can get away with that stuff anymore.
