The anti bacterial hand sanitizer should be enough, but if you want to be extra sure wash with soap and water first.
I always use a special anti bacterial hand wash between handling my adult cats and the foster kittens. So far none of the kittens have contracted anything that the adults may be carrying, yet are immune to.

Are you using it on yourself????
If you are then I would just wash your hands first, then use the hand sanitizer..
If you are using this on your cat I really ...really...dont think this is a good idea for the idea at all..It will infect it more, inflame it, and cause alot of damage..*I'm just making sure because some people have done this before...
The best thing to do for you cats eye is to get an eyewash and rinse her/his eye out with it atleast 3 times a day...I would also use a warm damp washcloth and clean the infected area very gently..

The antibacterial hand sanitizer is enough, but you have to use it for 30 seconds. I am a nurse and where I work this is what we use. Squirt some on your hands and keep rubbing it until it's gone.

I've always used soap and water when finishing up something like that, just because I felt it was a better way to be clean.

After treating an infection, soap and water is ok, if in doubt, a clorox and water mix will kill any germs left.

In the time it took you to ask this question, you should have washed your hands REEEEALLY good with soap & warm water.

sanitizers just smear things around on your hands...then dry When dealing with infectious material safest avenue is soap and water. never skimp when its important, and you don't' have to.
