If I want to listen to a small town local police/ems frequency, do I need to purchase a scanner?

or, can I enter the frequency on an online source and listen over the web? Is this only available for big cities?

You can get a cheap scanner at Radio Shack.
The internet thing should work, but I'm not too sharp on that sort of thing.

Radio Shack has books called Police Call that lists most freqs by region of the US
