A person who is eccentric could be one who possesses high intelligence and strong creativity. Their expression of this, in many cases, would be in a way that is not on the same "level" as the normal crowd, so, therefore, it wouldn't be understood for what it is.

Button the top button of your shirt is considered different. Wearing unconventional clothing. Having unusual mannerisms or habits. Some specific examples:

Eating one food at a time. Not wanting your foods to touch each other. Making weird noises when you eat. Rotating your plate clockwise, eating the first food then the next in line, and so on.

Poor hygiene. Wearing rumpled clothing. Not keeping money in the bank. Believing you're being watched or spied on. Snorting when you laugh. Women who are not concious of keeping their legs together while wearing dresses. Men who cross their legs like women. Men going into traditional female occupations or women going into traditional male occupations.

Refusing to drive a car. Not owning a television. Odd hobbies like Star Trek, stamp collecting, match books, etc. Men wearing bow ties or sweaters a lot. Wearing clothing SERIOUSLY out of date or ill fitting (too tight, in particular).

And on and on and on.

I knew a very old lady that we called eccentric. She dressed way out of style for an older lady including wearing her skirt about 2 inches above the knee, and had her hair dyed very solid black. She had very wrinkled skin so you knew she was quite old like 80 or above. She wore thick makeup on her eyelids that was royal blue. heavy black mascara and bright red rouge in the center of her cheeks with bright red lipstick that she smeared well above the line of her upper lips to make it look like she had bigger lips. She carried a huge handbag and wore an extremely large hat with heavy jewelry around her neck and clip on earrings. To me, that was very eccentric and extremely different. My mother used to call her the 'hussy of the town'.
