My interpration;
God's world and mens world ar 2 very different worlds.
We live in a physical world wich we see things that do not change.
In the spiritual world things change by power of the soul/spirit given by GOD.

Think of a dream for instance. How your mind makes the world around you change in your dream. That is your spiritual power at work.
These things do appeare, but are not made of matter that we see in the earthly world we live in.

Heb 11:3 Through faith we understand that the worlds were framed by the word of God, so that things which are seen were not made of things which do appear.

It means the earth or world is full of false pretense and false showing to make it appear that it is true while in fact it is not the truth.

In the next verse, the offering of Cain is not by faith to God and God knew that Cain only wanted to be more than his brother Abel on the offering.

Is there a particular phrase of the verse that is confusing to you?

Here's are some other translations that might be clearer to you:

ESV: By faith we understand that the universe was created by the word of God, so that what is seen was not made out of things that are visible.

NET: By faith we understand that the worlds were set in order at God's command, so that the visible has its origin in the invisible.

The NET bible includes a note for that last clause:
The Greek phrasing emphasizes this point by negating the opposite: so that what is seen did not come into being from things that are visible.

In other words, God is a spirit, and is not part of the created universe, and is not "physical" -- the physical universe owes its existence to God.

In a sense, this verse partly reiterates what was said in chapter 1 verse 3: "...he upholds the universe by the word of his power."

other renderings of that verse is:

3 By faith we perceive that the systems of things were put in order by God’s word, so that what is beheld has come to be out of things that do not appear. (NWT)

By Faith we understand that the universe was created at God's command, so that what we now see was made out of what cannot be seen ( Modern Language Bible)

By faith--by believing God--we know that the world and the stars--in fact, all things--were made at God's command: and that they were all made from things that can't be seen--(footnote-Perhaps the reference is to atoms, electrons, etc.) (Living Bible)

By faith we understand that the world was created by the word of God, so that what is seen was made out of things which do not appear. ( Revised Standard)

Paul first defined faith. (Read Hebrews 11:1-3.) In part, faith is “the assured expectation of things hoped for.” The person having faith has a guarantee that everything God promises is as good as fulfilled. Faith is also “the evident demonstration of realities though not beheld.” The convincing proof of unseen realities is so powerful that faith is said to be equivalent to that evidence.

By means of faith “men of old times had witness borne to them” that they pleased God. Also, “by faith we perceive that the systems of things”—the earth, the sun, the moon, and the stars—“were put in order by God’s word, so that what is beheld has come to be out of things that do not appear.” We are convinced that Jehovah is the Creator of such things, although we cannot see him because he is an invisible Spirit.—Genesis 1:1; John 4:24; Romans 1:20.

Here's a different translation: NIV

Hebrews 11

11:3
By faith we understand that the universe was formed at God's command, so that what is seen was not made out of what was visible.

Seems to imply atomic particles...molecules...etc

Could also mean that God, being unseen by us, requires faith from us to believe He created everything.

Hebrews 11 - Study This Chapter

1 Now faith is being sure of what we hope for and certain of what we do not see. 2 This is what the ancients were commended for. 3 By faith we understand that the universe was formed at God's command, so that what is seen was not made out of what was visible.

It is all about faith

Hebrews 11:4

By faith Abel offered God a better sacrifice than Cain did. By faith he was commended as a righteous man, when God spoke well of his offerings. And by faith he still speaks, even though he is dead. 5 By faith Enoch was taken from this life, so that he did not experience death; he could not be found, because God had taken him away. For before he was taken, he was commended as one who pleased God. 6 And without faith it is impossible to please God, because anyone who comes to him must believe that he exists and that he rewards those who earnestly seek him.

Well, since I just used this in my other answer, I am compelled to answer. I thought it a cool verse coinciding with "Faith is the substance of things hoped for, the evidence of things not seen."-couple of verses before yours.
Just saying we know God made our world, even though what we DO see were not made by anything we CAN actually see. God made our world and it's evident it's here because we can perceive it, but we know not with what. Only He knows.

And another translation: The Message Bible:

Hebrews 11:3
By faith, we see the world called into existence by God's word, what we see created by what we don't see.

In other words: He spoke, it happened.

It means that because of our faith in God, given by the Holy Spirit we, in our hearts are able to see the things not seen. I don't know if you are a Christian but it is like knowing that Jesus is the Way of Life, it comes from and by the Holy Spirit. Without Him you can't believe.

The fundamental fact of existence is that this trust in God, this faith, is the firm foundation under everything that makes life worth living. It's our handle on what we can't see.

By faith, we see the world called into existence by God's word, what we see created by what we don't see.

God Spoke things into existence.
LET there be light

things are still framed by the word of God........to this day.
There is much power in the spoken word of God, through a believer in him.
