The latter rain is clearly the 2nd comming of Jesus.
James 5:7 "Therefore be patient, brethren, until the COMING OF THE LORD. The farmer waits for the precious produce of the soil, being patient about it, until it gets the early and late rains. 8 You too be patient; strengthen your hearts, for the COMING OF THE LORD is near.

Outside of Billy Graham and Oral Roberts being two extraordinarily well known ministers, the movement has been so scattered, with many of the original followers disavowing involvement, it's difficult to know who splintered off and in what direction!
