I am ready for hurling aforementioned curly metal thingies thru window....however...I would love it if some domestic goddess homemaker could possibly run through the basics for a ham fisted frustrated woman of the world!!

try gathering the material into a kind of rose on each side, put a strong thick elastic band round it to hold it in place, them gently push round onto the hook, then tease the material out a wee bit till you're happy with the look.

Could you post a picture of the round metal curly hoopy things? [ sounds almost like a set of swear words ]. Also post a pic of what the swag is supposed to look like.
I know exactly what you mean - I have had to hang drapes with many strange contraptions in rental homes.
