Anyone that said 32 is wrong. Obviously they haven't been to dental school. Normally, a 16 year old would have 28 teeth. Your third molars (wisdom teeth) don't come in until you're about 17/18 up to 21 years of age. SOMETIMES you can get them early as 13. But the normal age is around 17/18. Though, recently, a lot of people are being born without them, because they're not necessary. I myself was born with out maxillary third molars.

Most have 28, very rarely they have more

why?
32 are present when the wisdom teeth are there, People normally get these in between 17-24 years of age.

28 teeth and then wisdom teeth normally begin trying to erupt around 18

Spongebobbrogers is right. At this time you should have 28 (barring accidents). Wisdom teeth erupt around 18 years. However, that is not set in stone (so to speak).

If you are concerned, ask your dentist about them, and ask him or her to show you where they are and what they look like in your x-rays.

My dentist is cool! When he takes the x-rays, they show up instantaneously on the computer screen! (Though he always showed them to me even when he took them on x-ray films.)

Should have 32.
'Teeth' alone is plural, no need for 'teeths'.
