As a prior electrician..... Start checking wires. If your fuses are good (for sure) then it sounds like a serious electrical prob. You can get a repair manual from most Auto part stores and refer to a wiring schematic that are usually included. If not a job for you, or a GOOD friend, get ready to fork over some money to a mechanic. Just as a place to start, look at the wires coming off your fuse box and maybe do some wire jiggling and see if anything changes. Sometimes just a little shake will show what is wrong .

Dodge vans had a LOT of problems with their fuse box located under the glove box lid.Check for voltage across all fuses with key on. Next, take the screws out of the fuse holder and lift it out and turn it over and look for burned wiring. If they are good, you have a fuse link blown under the hood. It will be one of the colored wires in a bundle tied up under the windshield cowling above the battery. Find this bundle and take off the tie straps and and look for a burned wire. If none appear burned, tug on each wire separately. The burned out wire will stretch like a rubber band. that will be the burned out fuse link. replace it with another with the same amp (color) one. Some where along this year model, dodge changed from fuse wires to plug in fuses. if yours is one, just look in the under hood fuse box above the radiator. These can burn out and look good through the little window. so look carefully. Bad ignition switches plagued Dodges too. But they don't effect lighting.
Good luck.

i worked on one a while back that had a fuse box in it that the fuses didn't fit tight in,after cleaning the prongs where the fuses went in at ,everything worked again,it kind of made me think i had done something to it because everything was working in it,and while on a test drive a hit a bump, and everything stopped, come find out the owner said it had been doing this for a while, you might want to recheck the fuses, and also look for a fusible link that could be blown on it also, that one has several of them, and they will cause this to happen, good luck on it.
