It will just take a little more time. Dogs aren't completely housebroken (meaning no accidents in the house unless theyre ill or something wrong) until they're 6 months old. At 4 months, your pup can only hold her bladder for 5 hours long.
My pup was shy about pooping outside, it seemed. What we did was when she went inside, I picked it up with a paper towel and put it in a spot outside where she eliminates in the backyard. When it was time to take her out, i took her right to that spot. It took a few weeks, but she got the idea.
I always reward her with a piece of a dog treat after she goes outside. And just being able to get the timing right helped train her. Like she always goes first thing in the morning before she eats and then an hour after she eats, etc. If you can, don't come inside until she eliminates outdoors, and praise her to the skies when she does.
My pup likes to eat other dogs poop, i just pull her away..but probably you'll have to make a sound that she doesn't like as soon as she tries to go for the poop, like a rattleing noise or spray her with some water as soon as she even starts for it.
Good luck, I got discouraged too with my puppy but in a few weeks I noticed alot of progress if you stay consistant you will too.
P.S. i didn't crate train, but crate training is supposed to be something the dog likes. There's a short video at this site http://us.iams.com/iams/en_US/jsp/smart_puppy/IAMS_SmartPuppy.jsp?intcmp=WC16&intcmp=WC16
that shows crate training. (i don't support Iams, they cruelly test on animals, but the video can give you a quick idea)

Are you kennel training. I do find this the very best way. My vet told me to only take my dog out of the kennel, when he was a puppy and still housetraining, when we where there to supervise and play with him. Otherwise dont let him go wandering around the house without you watching him. I also took mine out around every thirty minutes when I was with him. And treats! He pees outside he gets a treat! I wish you good luck and dont worry he will learn. The eating of the poop I dont know. Maybe just dont let her around the poop and she wont eat it.

Invest in a crate. Keep her crated when she's unsupervised.
Also take her out AFTER she eats.
One more thing, try the matchstick method for getting her to poop outside.

tip:buy a LOT of beef jerky (4 dogs) or dog treats. If hes good give him 1. if hes bad, dont slap him, just dont feed him any treats.
if hes really really really bad, then u spray him with a water spray
PS:ask a vet 4 the pooping problem.if the treats dont work, ask the vet also.

You get a cage type pin without a roof on it okay, put training mats in the pin when shepees and poops on it trow it out then put a new one on until she figures it out and when she tries to eat her poop spank her she will not want to be spanked so she will stop (dont hit hard thats animal abuse) but enough 4 her to lear hope it helps :)

you can get a spray to spray all over where u dont want the dog to use the bathroom it works believe me . and to get the dog to go outside u just have to be determined it takes a while but if u stick to taking it out when u think it has to go get it to a certian spot each time and get it to go it will kick in and the dog will get it and go along with it after while with no problems. believe me i know ive been thru it.

Yikes - what an unfortunate choice for a name. I hope you're able to listen to advice.

You won't find any advice on that page about alpha-rolling, choking, or punishing your dog - be forewarned. Puppy and dog training is not about punishing your dog until he "submits" - hope you're prepared.

Discipline her when she does her business in the house. Also something could be missing from her diet and that's why she's eating her own poop.
