Check youtube or Gfx Sites they might have lots of tutorials, I think you would have to scale it.

Make the layer you want to change active.

Choose Edit -> Transform -> Scale

Either set the % in the Option Bar or drag the sizing handles on the image.

Press ENTER when done.

This for later versions - should be the same but it's been a few years since using a version that old. We're on Version 10 now.

Transform will let you modify the size of art within a layer, to make the actual layer size larger you need to increase the size of your canvas. Image>Canvas size.
