What kind of paint can I use to jazz up plain white plates? Something that WONT wash off???

the truth is i bought a tea set that was made in japan and i want to pass it off as a french gift...a little secret between u + me :)

but i have seen painting on plates be done on tv so i know it's possible

Go to a craft store and get paint and sealant for glass. You won't be able to use them in dishwasher or nuke them or even everyday use, but it doesn't sound like the type of dishes you would use everyday anyways. Good luck
