I have only the 2003 version of microsoft. I am wondering how to open the 2007 version as a read-only file???

Fairly simple: open the program associated with the file (Excel, Word...). Now press open; find the file; place the mouse on it; finally once the file is highlighted, look on the bottom right corner and it should say OPEN. Next to it, there should be an arrow facing down. Click it, and you’ll see "open as read only."

You can't view Office 2007 files in Office 2003, the formats are totally different. However, you can download and use things called Viewers, which do allow you to read Office 2007 documents. Just go to the downloads section on Office Online or the main downloads at Microsoft and do a search. I use them but don't remember the URL, sorry.

Right click on the file, properties, read only, apply, ok.

sometimes my pc glitches and saves stuff as a "read only" file. I print it out, scan it in (I don't really know why), and sometimes I re-type it.
