well layers is really simple... it is just one picture on top of another...

do this... take the picture of of you and the window... and erase everything in the window... and then take the picture of google, and make it the size of the window, or whatever you want to be in the window... and make it look somewhat realistic...

then you click on the layers panel, and bring forward the picture of you and the window... this will place the google pic behind this one... and make it look better...

1. Make sure the picture of the city is the size you want when it is seen through the window.
2. Go to window picture.
3. Make a background layer.
4. Select the window outline with one of the select tools.
5. Delete the inside of the window, leaving only everything else.
6. Put back ground layer in the trash.
7. Select all the remaining window picture.
8. Copy the window picture
9 Go to city picture and paste the copied window picture.
10. If the sizes do not match above, then create a third large blank image. On this you can paste the city picture first, followed by the window picture.
Good luck.

While you are in photoshop, Use the magic wand icon then click your window then erase the current image in your window., open the picture file as you said (city from google), then cut the part you want & paste it to your current canvas. then now you can modify or transform the size, and go now for editing the image,

I recommand you to use Google Picasa to manage and edit your pictures.

Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organized by date with folder names you will recognize. You can drag and drop to arrange your albums and make labels to create new groups.

Picasa makes sure your pictures are always organized. Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures ¨C you can email, print photos at home, make gift CDs, instantly share via Hello™, and even post pictures on your own blog.

free download in here, just have a try:
