This is an extreme step for a virus. You will lose all of your data and settings, and have to reinstall all of your User accounts and your programs.
Listen, don't panic, there are ways to rid systems of these worst virus without having to reformat your hard drive and reinstall your OS. There are forums all across the web which help users rid systems of viruses. The tool most often used is called HijackThis!.
Put, "HijackThis" into a search browser and hit Enter. Serveral sites will come up in the search box. Go to any one of them, or visit several, and read some of the posts regarding cleaning up a system which is infected. Once you read the steps and see how these very nice people so wiillingly help on their own time and dime you should feel confident that they can help you too.
There are a couple of steps in the cleanup process, but these folks will walk you through it one at a time. It really is far better to cleanup a system than reformat and reinstall your OS.

P.S. That first response is a bunch of bull. You don't boot from a bootable CD/DVD that way! First you need to enter your system BIOS or Settings by pressing the proper key at start of bootup. Different systems use different keys, but often it is Delete, F2, or Esc.
If you insist on reformatting and reinstalling, just turn off your system, turn it back on, then look for the words which tell you which key to press to enter boot menu or startup menu or whatever your particular system refers to it as.
Once you are in your BIOS settings look for the entry which enables you to change your boot sequence. You will wish to put your CD/DVD player first, then your hard disk, then the others order doesn't matter.
Once you have changed your boot order, pop in the CD or DVD and allow it to start booting. You will need to hit a key, it could be any key, or a particular key, but you will be given directions by the screen putout. Once you have properly booted from the CD or DVD (depending upon the material your OS in on) just follow the instructions for installing the OS.
You may need to install Network adapter drivers during the install process. You need to have these on a USB stick, or a floppy diskette if you have a floppy drive. If you do, make sure it is second in the boot sequence, then your hard disk.
If you are asked to supply drivers, you will need to exit installation, put in the device with the drivers, put the CD or DVD back in and start over. When you get to the prompt again press the key which you are directed to, and then point the installation at the drivers. Installation will load the drivers and then continue on with the installation.
After you have installed the OS, you will need to install all the drivers and utilities which came with our machines motherboard and any other drivers for items you will be using such as printers etc.
See, going through a reformatt and reinstallation is drastic and going to a website where nice people walk you through a few easy steps in cleaning your system is far preferable.
But, if you do decide to do this it will be a great learning experiance. If you get stuck, don't be afraid to take your system to a reputable repair shop for assistance. Have them allow you to watch as they finish up reinstalling your OS as it really is great fun once you know what you are doing. Well, do it a dozen or so times and it actually is boring! lol

Lots of things before you format your hard drive and reinstall. Like Serenity said it is a drastic step.
You say you have a virus, do you know which one? Are you sure you actually have a virus? How do you know?
What anti virus/anti spyware are you running? What are your symptons?
Have you done a System Restore?
Just slow down and think this one through.
Post some more details. Lots of people would like to help.

You don't need to uninstall Windows XP, you need to reinstall by using your restore cd or the system restoration instructions.
All that you have to do is put your restoration cd into your drive.
After that, you need to get into your bios and change your boot sequence, temporarily changing the cd or dvd-rom to be first. When you restart, it should start the process, you might have to press a key.
Remember change back to your original settings after your finished.

Boot from Disk at the beggining of starting up windows! Not during the windows screen! Press F4 or F12 to boot from disk! THis should give you a CLEAN install! Good luck
