its normal so dont worry it comes out when your puppy gets excited and its nothing to worry about

It's just his penis, and unlike what one answer said, it does not go away after neutering. They remove the testicals, not the penis in a neuter.
It's normal, don't worry about it.

Normally you only see the sheath, the actual penis is enclosed in the sheath for protection until the dog becomes aroused.

You should get him neutered and you won't have that problem. He's um "excited".
EDIT: I didn't say it wouldn't go away, did i? I meant he won't get so excited after being neutered.
