My friends brother is a police officer. We just had this conversation the other night. When police officers are communicating with each other they try to use the radio as little as possible so that it can stay open for 911 operators. Several officers may radio in that they are on their way to a scene but they may contact each other via cell phone for the plan of action. Plus, many times criminals are listening in on their scanners, as well as the media. So the element of surprise can be on the officers side when they use their radios as little as possible.

Because plenty of people have radio scanners to monitor emergency services like the police. So the police will use cell phones if they don't want something to get out on the airwaves.

Many times, they will use the cell to communicate because radio can be picked up on a scanner. They also use them as they have to work from their car. Being on the street is only one part of the job. A big part of the job is paper work and communcating with other officers.

Because many people have access to police scanners, such as criminals, if a criminal is listening to their scanner they can be alerted to the fact the cops are looking for them.
Cell phones are a lot more difficult to listen in on; however, I would surmise that the cops are shooting the breeze making personal phone calls.

We use our cellphones for a variety of purposes, following up with victims, witnesses, suspects, contacting other agencies and govt departments. Sometimes we'll use the cellphone to talk to eachother, this is usually when its gonna be a conversation that would tie up too much air-time on the radio or contains sensitive info.
I spend my entire shift operating out of my patrol car, if I waited to call people back when I go back to the station at the of watch, people would be upset.

Sometimes calls cannot be dispatched through the radio. For examples: Sexual Assaults,etc. Also In my city 911 call-takers do NOT stay on the line with you unless the call is serious ( EMERGENCY armed robbery, EMERGENCY cutting, Unconscious Persons, Full arrests,etc). They will usually say "contact complainent....were offline". ..
on a side note....they could be getting donuts...
