What do I need to do to make a fluffy frosting without cooking?

I think cream cheese frosting is the best. It is also very easy to make.

8oz Cream Cheese (at room temp)
1 Stick Butter (at room temp)
1 Box Powdered Sugar
1 Teaspoon Vanilla Extract

Cream butter and sugar together with an electric mixer, add the vanilla. Gradually add the powdered sugar until it is all incorporated and the icing is light and fluffy.

I always use Dream Whip instead of Cool Whip but you can use either. Make up the Dream Whip, add a package of instant pudding (your choice in flavor) to the Dream Whip and frost your cake with it. It is definitely light and fluffy. Not as heavy as cream cheese frosting. I generally make a yellow box cake (by directions) but use juice from a can of fruit in place of some of the water, chop up the fruit and use half in the cake and half in the frosting. Very very moist.

Buy it. There are many on the shelves. If you are making it from scratch, add heavy cream instead of milk and whip. You also might try egg whites. Whip them to peaks and fold into your mixture. Folding will hold the fluffiness.

it might not be very fluffy but the less milk u add the fluffier it will be

EASY NON-COOKING CHOCOLATE ICING

1 1/2 c. confectioners' sugar
3 tbsp. oil
3 tbsp. cocoa powder
3 tbsp. water

Mix well by hand with a fork and frost cake immediately
