A red light (even a flashing one) always means you have to come to a complete stop regardless of what you do after that.

The definition of "STOP" in your Highway Safety Code means "a complete cessation of vehicular movement".
Red = STOP.............so, YES is my answer, anywhere, anytime you see a red light or a stop sign.
