I have a coworker, about 42ish) who has full custody of his 13 yr old daughter. Mother signed over her rights. Here's the problem. He's a born-again (LMAO...choke on your halo, you hypocrit), so he's renounced sex until marriage. The thing is, he's said to another coworker, " I thought about (daughter's friend) last night." Don't know why or how. Also, he told his daughter that they were going to the coast. His daughter asked if she could bring a friend along, and he said, "yeah, that's why we're going." Another time, he and this same coworker went to the river. The guy brought his daughter along, as he does everywhere he goes. She sat on his lap. After a while, she got up, took the cup of water she had, and splashed it all over his face. No apparent good reason. She didn't laugh, and he worridly asked, "why'd you do that?" Do you think I need to contact the priest? Well...as long as he's not Catholic...just kidding...or maybe not.

First of all, what does being a born again christian have to do with anything? Secondly, your joke about Catholic priests wasn't funny. There are pedophiles plastered all over the world from the redneck living in the trailer park to the CEO of some billion dollar company to every religion there is.
And thirdly, to answer your question: Call social services and tell them the situation. They will investigate.

It sounds like there is more going on than we know about, and it is not my place or your to judge what actually is going on. The fact is though, from what you have said, there seems to be some incest or child molestation going on there. If it were me, I would first call the Child Protective Services and tell them what your concerns are, and ONLY then, speak to him, if you feel ike you must.
It sounds like the child is in danger, and not just physically. If that is the case and you suspect what is happening, you are responsible for that girl's welfare, the same as any other human is. call the authorities, the police or CPS and have them investigate it. They know better than us what the signs are.

How on earth do you know what happened at the beach?
Stop listening to gossip at work and you will find that life is much easier.
If you are concerned about some matter of safety for the daughter for some reason, then you are morally obligated to do something about it, talk to him, your boss, human resources, social workers, the police, etc.
However, really seriously, if no one is putting anyone in any danger, stay away from the gossip, it makes life easier.

I would think about contacting authorities or the girls parents if you know them. However let me clarify not all who say they are Christians actually are. Christ himself told us this.
