When my husband was in Navy bootcamp a few years ago, he was only allowed one 30 second call to inform me that he'd arrived there. And a second 5 minute call the week before he graduated.
As for leave, it depends on your rate and where you are going next. My hubby had two days of liberty before A school, but he had to be back on base every night by a certain time. The first time he was allowed to come home was after A school.

phone calls must be earned. You get one 30 second one when you first arrive to call home to say " I am here" anything else..is gravy. I got a grand total of three, including the first one, when DH was in. the other two came the last week he was in BC.
Typically, you do NOT get any time off between PIR and A school. At most, you get the weekend but you cannot go more than 50 miles off base. In fact some people go directly from PIR to the barracks to grab their stuff and get on a bus/plane.

Yes you get to make phone calls. Not to often but if you stand out its used as a privilage. Score high on test and try and be at the top of you division. Your graduation weekend you get a day or two to leave base with friends or family but don't get stupid or you can be sent back in training. best of luck.
