Any citizen can sign a warrant of arrest even for certain traffic violations to include Reckless or Careless Driving offenses.

When you use the phrase "I just ripped past him..." I'm inclined to believe you may have been driving without due regard to other drivers on the roadway.

In my state, "backroads" or county roadways made of dirt are 35mph. I would imagine there's not much difference in our respective states speed laws.

Will the man do something....the older some get...the more determined they are! One thing for sure...sounds like you upset him when you "ripped" past him!

The worst thing that can happen is you may get a warning note in the mail about your driving habits. Nothing legally can be done to you as an officer has to witness any traffic violation. So, no worries here bud........"I hate slow drivers like that too" ;)

I wouldn't worry about it. What's the city gonna do, mail you a ticket with your picture taken from some old dude? The local law enforcement will probably just blow him off.
