Are you using a Limited User account? If so you need Administrator account or a Power User account to download anything from the web.
If you are using an admin account, then is it your computer or is it at work? If you are at work then the Network Administrator could have placed Policies which retrict users from downloading any files from the web.
Now, if this is a parents computer, they could have also retricted downloads via parental software/hardware, Router applications, or set policies on the computer which restricts downloads.
If you own the computer and/or use an administrator account, then check your network settings and see if they are correct. Try browsing to other websites and try downloading anything. Just make sure you are at a trusted site as to not get some form of malware.
Also, you could check your browser settings in Internet Options and see if any setting in the security tab is retricting downloads.
There are so many things which could be stopping downloads it is difficult to post them all here. There are newsgroups on the web where you can request help from other users who have the experiance to help you troubleshoot any issues you have. Microsoft has many great ones which I use often.

- apple claims that safari will be the fastest browser for
the internet
i have all of them on my desktop and if i need web page to load real fast i use Opera otherwise i use Firefox -
check them out and you'll never go back to Explorer - too slow and too buggy

Right-click on the link "Firefox Setup 2.0.0.6.exe" and select "Save target as.."
If you don't trust me, then just put "Firefox Setup 2.0.0.6.exe" into Google.com and find a site that has a direct link to the download that you can right click on and "Save target as..."
Then you can use Firefox as your browser or use it to download the new version of IE. Alternatively you could use the same technique I just showed you to download Firefox to download IE, you just need to find a website that has a direct link to the file.

Some public internet prevent user from downloading
Some virus also prevent you from download too.

are you do administrator of our computer if not that may be the problem( if you are on a limited account maybe you arent allowed to download talk to the computer administrator)
