The responsibility for ones education lies on the individuals shoulders.
What one can choose to learn is limited (nowadays) only by their desire to learn.

Yourself! You are the only one that learn for you. If you do not care enough to learn English--that is your own fault and failure.

My wife taught English to herself; therefore, as the old saying goes, any one can do it.
Especially nowadays, with internet access to so many people.
