quantumkev has provided the correct answer, but be sure to read his source. Lavoisier is credited with the discovery and proper statement of the law, but some who preceded him accepted it as true and taught it. Now it has been revise to include the relationship between mass and energy.

No one "developed it". It has been a physical law since before we swam out of the primordial soup.
I know that it was central to the work of Kelvin, but do not know if he was the first to figure it out.
