Its going to soak up a lot of paint, so prime it with primer tinted to match the paint color you are using - it'll save you a coat of paint and worth the extra money, since it'll probably save you from buying way more paint than you would actually need since it won't be absorbing it all.

You want to prevent water penetrating the particle board. Water will damage the wood by causing it to expand.
Use two coats of Zinser 1-2-3 primer. It's one of the best in the market. Then two coats of paint. Whether you use oil or latex, make sure you use the correct primer for the job.
I would suggest not using it outdoors. But If you must, make sure you paint it every few years to prevent water & insect damage.

Yes, of course you can, but you will need to apply a couple of coats of paint. You didn't say if it was indoors or outdoors. If indoors, you may want to think about covering it with wallpaper or contact paper? If you decide to paint, use a dark color to hide the particle board look.

Yes, you can. But it would be a good idea to paint with a good quality primer to give th finish coat some "tooth" to stick to. You can use drywall compound to fill any nail holes or imperfections. Just sand smooth after it drys. A couple of good coats of paint will finsh the job. You can also wallpaper if you wish.

yes, use either oil base or latex,
oil base may reqire 2 coats where latex may only take 1 coat.
