Yes they can....usually they have state or county jurisdiction.

basically any police jurisdiction can pull you over anywhere.
if you are doing something wrong and they are with a law enforcement agency they either pull you over or they follow till the primary jurisdiction arrives.
trust me i have ppl complain they got pulled over for x agency that doesn't have juri over y street- you broke the law- that's why they pulled you over. duh
