1: Stand up (Including clinch work, shots, overhooks/underhooks, grips, throws, sweeps, and associated defenses and counters)
2. Transition ( from takedowns to a dominant position in matwork, scrambling, acheiving a decent position, or positional changes during transitions)
3.) Position (Dominant positions and pins, how to control them, as well as escapes from them, sweeps, turn overs, ways and means of how to get into dominant or safe positions)
4.) Submissions (Chokes, Jointlocks. How to execute them from different positions, what they are, as well as associated defenses, and combinations)
Just a quick dirty 4 in my book, speakly strictly technique wise. You can break them down even more, but to me with every technique you work the counter as a part of that, so I wouldn't put counters or escapes into their own category. That should be part of any initial category, for every takedown, you need to learn how to defend it. For every pin, you need to know the counters and reversals, etc.

Pins: This is where you control your opponent.
Escapes: Staying mobile and regaining control
Guard techniques: Submissions and escapes from the guard
Other submissions: Submission holds outside the guard
