His butt may be itchy, but it's itchy for a reason! If it was just once it may be nothing but if it is ongoing you need to figure out why.
It could be intestinal parasites(worms). This is most common in kittens:

Take a stool sample to the vet if you suspect worms otherwise make an appointment to have the vet check out the glands.

Mine does the same thing. I had her at the vet 2 weeks ago, got worm stuff for her and caught her doing it again last night. I'm at a loss, I hope you find a solution, because I'm open to suggestions.

Does your cat have long fur? My cat did this once and she had poo .... on her bottom. I had to wash her and take her to the groomers for a bath and to get the matts cut out. When I washed her she got mats that I couldn't easily get out myself

He probably has worms. Get him treated at the vet- it's not expensive.
