Well, many South American countries went through a period of having fascist governments -- perhaps they felt that fascists should stick together.

It may also have been because the Catholic Church helped them escape and get into South America in the first place. In a place that is heavily Roman Catholic, the church's word may have been enough for the officials -- leading to hem to accept known Nazis, or to just not look very closely at their stories and papers as they entered the country.

Nonsense, the CIA would not have bothered filtering their former Nazis throught South America, they brought them directly into the United States as they did with the Japanese they favored. The Nazis hiding out in South America we hiding out from us or our other allies....

They agreed with the Nazi ideas.
They wanted their money
The Catholic church aided the Nazis in escaping Europe and the church network included South America.
Many of these tin pot strong men admired Hitler and thought of themselves as important in world affairs.
