Because some people do not like their clothes on their belly buttons. My daughter has always worn them. She does not wear low rise pants and her shirts always go past her waist band on her pants. But she hates things sitting on her belly button, they are an undergarment meant not to be seen by other people, only themselves. The regular briefs actually go over both my kids belly buttons so we do buy the bikini cut.
My oldest daughter also has a curvy body she has bigger hips and bottom and a smaller waist and they just fit her body better, briefs tend to give her a wedgy but bikini cut are cut fuller in the rear end and are better for her body type.
It is not a sexual thing in children some people just like a lower rise. My kids dress very conservatively, and their underwear is simply that just underwear whether low rise or bikini.

Marketing. Adults buy the mechandise for the toddler, so tag lines such as low-rise and bikini cut appeal to the buyer.Did you also notice the price difference between the styles? Hm. New wave since my boys were toddlers. Never would of bought them for my sons though. Sorry, I don't know anyone with toddler daughters.
My general parenting, educated guess would be that the parent(s) want to dress their toddler older, too soon; or the toddler daughter wants to dress like the mother (or older siblings). Could see either being true.

I think a lot of parents will buy them because a lot of moms wear them and alot of little girls want o be like mommy. I'm NOT saying it's okay but if the companies make money off of them, they will continue to make and sell them. I know when my daughter is ready to be potty trained she will not be getting them. I also agree with the poster who said that A LOT more of jeans are low rise so that's a possibility also...

for the same reason they have bikini's for little girls. People think it's cute. They could have the low rise ones because most jeans are low rise and that way the panties don't show,maybe.

I knew they carried bikini cuts, but low rise, what would a toddler have on that requires low rise panties!

That's just flat out wrong.
Children should not be sexualised in that way. One poster said something about low-rise pants not showing when the kids are wearing low-rise jeans - wtf? - what kind of parent puts their toddler in low-rise jeans???
Don't give me 'it looks cute' - it looks inappropriate is how it looks. Same goes for crop tops and bikinis.

its gross. My niece has some (her mom bought the wrong package, but she would not let them go!!!) and they are awful!!! They creep up her butt all the time. I like the briefs that come over the belly button for little girls. Wait 10 yrs or so, the underwear wars just get worse for teens!!!

oh i was sooooo disturbed to see that in the store!!!
shame on the manufacturers that put that junk out there
shame on the manufacturers of toys like bratz who have those panties on their toys for our little girls to see and want to copy.
it frosts me to see the things that are for sale for our kids to wear. belly shirts, tiny undies, skipy skirts and dresses.
you won't everrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr see my children in that (when i have some)
i buy things for my byfrnds 2yo and shudder at the prospect of what she'll be faced with fashion wise in a few years!!!!
