Look in the phonebook for photographers. Places that specialize in photos. Wal-Mart, target, Sears, JC Penny, etc. have minimum wage people shooting pics.
If you want good and pro level photos, cnotact a real photographer or at least go to those places in the mall.

As a former Walmart employee, let me tell you, it all depends on the photographer. Some of them are great, others just suck. As policy, PCA, the former owner of Walmart portrait studios (now owned by CVI, the company that owns Sears studios), made us take in everyone who walked through the door, regardless of appointments. It's not that you had to wait for your appointment, the photographer was doing what the policy makes her do. We weren't allowed to tell customers this either. I know it's hard to understand, but that is why PCA went bankrupt. They didn't take care of their employees or their customers. Try another Walmart, Sears, JCPenney. But it will all depend on the photographer you get when you go in too. Call ahead of time and ask the manager who he/she recommends and make an appointment for that person. Good Luck!

You get what you pay for to an extent. An exception to that rule is trying to find some up-and-comer portrait photographer. Try craig's list and look for some photographer looking for practice. You may get lucky and find someone with some real talent just looking to make a name for themselves. In the beginning they work for next to nothing while building a portfolio. With someone like this you may have to do an nice outdoor portrait though as they tend to not have studios. Try it you may like it.

Find a studio with a real photographer. The mass market studios like Sears, Walmart, Kmart, etc..., hire "photographers" that get more training in selling packages than in real photography. These studio are setup for getting people in and out, not taking well thought out photos.

I like Target, Portrait Innovation and every once in awhile I get my "freebie" at The Picture People. However, I do a lot of photography of my children myself.. Outside in the natural light w/o props or backdrops and I've given those as gifts as well. Have fun with it and save your money to do something fun with the children !

I have had some great luck at SEARS. But a lot of people that I have talked to like Target as well. I like JCPenney's, too...but have never had any photos taken there. I like their layouts and backdrops.

Start with the yellow pages and visit them all. The Drug store stuff is NOT A PRO SHOP. ThEY ARE BABY PHOTOGS. A MASTER PHOTOG WILL CHARGE ABOUT $1200.00 AND up FOR A REALLY SERIOUS PHOTO.

I like Sears. The photographers here are pretty good; they make sure to take people with appointments first. Also they have coupons online.
