If you are at a healthy weight, then you are just going to have to learn (as the Dove ad says) to love the body you're in. We all have different body types and yours is likely "pear shaped". In some cultures and in North America a few decades ago, curvy hips were seen as sexy and girls with small hips actually wore padded under wear to make them seem larger.

Choose clothes that emphasize your tiny waist and build up your bustline for a va va voom hourglass figure.

Try Pilates. It is hard a intense but it will firm your hips. But I must tell you that a womans hips are hers forever.

you must lower your total body fat percentage through cardio and resistance training routines. check out an issue of shape, fitness, oxygen or women's health magazine for cardio and resisitance training routines. in addition you must start eating healthier. the magazines will help you with meal ideas as well.

Mmmm the hips are natural, what you are trying to do is unnatural... maybe trying to accept yourself as you are is better...

BUT if you absolutely must do something, them maybe something like this will work:

I have never tried it, I dont know if it does or does not work.
