hmmmm.... interesting question.
suppose we can choose, it doesn't really guarantee a life with no suffering...
having rich parents wont guarantee a comfortable life, in the same way that poor parents instantly guarantees a hard up life.
i think its more left to chance than anything else. besides, if we are allowed to choose, nobody would choose to be born to poor parents. :)

rich children suffer too, they are neglected and sometimes grow up to be drug users and bad people.
but to answer your question, yes, you need to fill out the proper paperwork, I think its form 1245-78OPR and submit it before you die.

I think we choose our parents for a purpose. What if you chose rich parents who beat you or ignored you?

Yes, but that is not why we choose. Believe it or not we choose poverty sometimes and mean parents to learn certain lessons.
