If a Chihuahua is bred correctly and, thus, not bred from parents with genetic defects, and is kept healthy his entire life, one can expect it to live up to 18 years, easily.
Chihuahuas, the smallest breed, have great vitality and can live the longest of most breeds.
Problem is, Chis are way overbred and there are far too many out there with genetic defects. Not to mention breeders keep making them smaller and smaller which is a terrible risk. A Chi is a dog, not a Hamster, yet the breeders keep making them smaller and smaller.
Average life span should be at least 14 years, sometimes much longer.

I had a chihuahua that lived to be 17 years old, and another lived to be 15. Smaller dogs tend to live longer than larger dogs, I've heard.
