If your complaint is legitimate you can make an official complaint to that person's department. You may want to verify that this person is actually a cop and not a wannabe with a fake flash badge by calling the department and finding out if he really works there before sticking your neck out with the IA officers for no reason.
Also remember, if he is legit and had a good reason for making that threat a complaint could lead to you actually getting that charge. That is why you need to make sure he is for real first.

First of all, and I have learned this first hand, just because you feel that you were harrassed, doesn't mean that you were by the guide-lines of the law. Check into what qualifies as harrassment in your city/county/state. Pretty much, he was probably just trying to scare you. Whether you were "officially" harrassed, or not, off-duty is off-duty and the police are not above the law. Everyone has someone that is incharge. Go try to speak with the chief, or whomever is above him. File charges if necessary.

If you legitimately have Schizophrenia, then first off, I feel bad for you.
I have Anxiety disorder with Paranoia, and its not a fun trip. Why exactly did he say this to you? Did you give him grief? (Ask him to pay for a certain thing, say you didnt have a certain thing, etc.)
Sounds like the guy is just being a dick.

Nothing. Hold yourself responsible for your behavior and actions. Obviously, the detective wouldn't make such a statement unless it was true.
If you're that mentally ill, maybe you should seek some professional help.
Just because you're mentally ill, doesn't release you from personal responsibility.
