I've painted many times over the last 35 years and have never done more than run a damp rag over the walls to collect dust and use primer (like Kilz) on any spots that I thought might bleed through the paint. If you are painting over glossy paint you should probably put a coat of flat paint on the entire room first, then go over it with your choice of paint.

I would suggest to clean the finger prints and obvious other things that are showing
Before repainting use a paint primer, then use your desired color of paint. The walls will be much nicer and last much longer.

You need to wash it all down, because if you just wash it here and there; Then the finished job will look different in those washed spots as opposte to the areas that were not washed.
You dont need to go all the way up to the ceiling unless if you start to see a pretty dramatic change (as in dingey white and clean white) as you go. Typically you only need to go five feet up the wall.

you must prepare walls so that they are oil and grease free before painting. Depending upon the paint you currently have this could be easy to difficult. a mild solution of TSP is a excellent pre paint cleaner and is available from most paint stores and some major chains as well.

be careful to use a cleaner that removes the oil...handprints have oil to them. Acrylic Latex Paint...some braands...will cover the handprints without the walls being washed first. J>C> Penneys used to have an Acrilic Latex paint that covered with 1 coat.....but most will take being scrubbed and 2 coats of paint.

You need to wash down all surfaces to be painted with sugar soap solution before you paint. Except for new surfaces where you just need to remove any dust and loose particles and then prime first Don't need to prine existing surfaces unless the surface has been repaired with fillers etc

I scrubbed my walls down with just a rag and some bleach water, it is important to clean the walls thouroughly to ensure the paint is uniform on the walls

I've painted for 10 years and I've NEVER scrubbed a wall. If it dusty, I just sweep it off with a broom. Get tinted primer for the first coat, the second coat it with your paint.

relies upon on what style of paint this is, yet while this is flat paint, i take advantage of purely slightly comet or ajax on a moist fabric. The prints come precise off. would artwork for all paint. attempt a tiny spot.

It depends on the shape of the walls but you definitely would want to use primer first to insure that nothing bleeds through.
