I haven't found one yet so I will be keeping an eye on the answers you receive. The ones that say they are free just basically say yes, a person by that name lives in or around the state that you chose.

If you are searching for crimminal records I think each state maybe each county (not sure) can provide a limited amount of information for free. Example: in my area Casenet

I have not found any one such engine. If you combine the free aspects of all that are out there, you can get most of this information. It takes some diligent searching however.
