can someone give me a stand why higher education is intended for the intellectual elite..?

we are having a debate and i am ask to defend why higher education is intended for the intellectual elite? tnx!

pt.2 = most likely to graduate
pt.3 = others can't afford higher education

It is understood that only smarter people are able to pass University degrees. Smart people are responsible for lots of things, poker machines, atomic weapons etc.
